بعض معوقات تطبيق المساءلة التعليمية للحد من الفساد الإداري بمدارس التعليم الثانوي بمحافظة الأحمدى في الكويت وكيفية مواجهتها

الملخص العربى :
هدف البحث رصد بعض معوقات تطبيق المساءلة التعليمية للحد من الفساد الإداري بمدارس التعليم الثانوي بمحافظة الأحمدى وكيفية مواجهتها، وتم تطبيق الاستبانة على عينة مكونة من (328) من مديري ومعلمي مدارس التعليم الثانوي بمحافظة الأحمدى ، وانتهى البحث إلى عدة مقترحات لمواجهة معوقات تطبيق المساءلة التعليمية للحد من الفساد الإداري بمدارس التعليم الثانوي بمحافظة الأحمدى ، منها:تشكيل لجنة من المتخصصين التربويين والأكاديميين من وزارة التربية لمتابعة جميع جوانب العملية التعليمية بالمدارس الثانوية بدولة الكويت فنياً وإدارياً وقيادياً، إسناد لجان المتابعة والتحقيقات في المخالفات والقضايا المتعلق بالفساد الإداري إلى لجان محايدة غير تابعة للمناطق التعليمية لمدارس التعليم الثانوي، تعدد الأطراف المشاركة في لجان التحقيق، بحيث تشمل من ثلاثة إلى خمسة أفراد على الأقل، توزيع المهام بين لجان المتابعة والتحقيق لمباشرة عملها في متابعة مدارس التعليم الثانوي بناءً على خطة زمنية محددة مسبقاً ومعلنة، زيارة مدير المنطقة التعليمية للمدارس الثانوية بمصاحبة فريق من المتخصصين لمتابعتهم في الأمور والقضايا الهامة، إعداد لوائح تستخدم كدليل للمدارس الثانوية لضبط الأداء يتضمن بعض بنودها ما يتعلق بنظم الثواب والعقاب، معاقبة المخطئ مهما كانت الضغوط والتدخلات والوساطات، توعية العاملين بالمنطقة التعليمية بالجزاءات التي ستوقع على المخالفين، وتغليظ تلك الجزاءات نظراً لحساسية المرحلة التعليمية، إعداد مدير المنطقة لتقارير توضح جوانب القوة والضعف بكل منطقة تعليمية، ومن ثم رفع التوصيات الخاصة بذلك للوزارة، تصنيف المناطق التعليمية والمدارس الثانوية وفق تقارير متابعة جادة وموضوعية للواقع التعليمي بها ومدى جودته.
Abstract:
The aim of the research is to monitor some obstacles to the application of educational accountability to reduce administrative corruption in secondary education schools in Al-Ahmadi Governorate and how to confront them. The questionnaire was applied to a sample of (328) principals and teachers of secondary education schools in Al-Ahmadi Governorate, and the research concluded with several proposals to address the obstacles to applying educational accountability to reduce administrative corruption in secondary schools in Al-Ahmadi Governorate, including: forming a committee of educational specialists and academics from the Ministry of Education to follow up all aspects of the educational process in secondary schools in the State of Kuwait technically, administratively and leadershiply, assigning follow-up committees and investigations into violations and cases related to administrative corruption to neutral committees that are not affiliated with the educational zones For secondary schools, the multiplicity of parties participating in the investigation committees, so that they include at least three to five individuals, the distribution of tasks among the follow-up and investigation committees to start their work in the follow-up of secondary education schools based on a predetermined and announced time plan, the visit of the director of the educational district for secondary schools accompanied by a team Specialists to follow up on important matters and issues, prepare regulations to be used as a guide for secondary schools to control performance, including some of its clauses related to systems of reward and punishment, punishing the wrongdoer regardless of the pressures, interventions and mediations, educating workers in the educational district of the penalties that will be imposed on violators, and intensifying these penalties due to the sensitivity of the educational stage Preparing the district director for reports explaining the strengths and weaknesses of each educational district, and then submitting relevant recommendations to the Ministry. Classifying the educational districts and secondary schools according to serious and objective follow-up reports of the educational reality and its quality.
