إدارة المخاطر الصحية والبيئية والسكانية بمدارس التعليم العام ( المعوقات- سبل المواجهة)

هدف البحث رصد معوقات إدارة المخاطر الصحية والبيئية والسكانية بمدارس التعليم العام بمحافظة الدقهلية وسبل مواجهتها، وتم تطبيق الاستبانة على عينة مكونة من (324) من رؤساء وأعضاء لجنتي( إدارة الأزمات والطوارئ والكوارث) و(الصحة والبيئة) على مستوى الإدارات التعليمية والمدارس بالتعليم العام بمحافظة الدقهلية ، وانتهى البحث إلى عدة سبل مقترحة لمواجهة معوقات إدارة المخاطر الصحية والبيئية والسكانية بمدارس التعليم العام بمحافظة الدقهلية، أبرزها: حوكمة وحدة إدارة المخاطر، من خلال وضع الإطار الرسمي والقانوني لها، وإصدار القرارات واللوائح الخاصة بهيكلتها، ومهامها، توفير الموارد المالية والكوادر البشرية اللازمة للوحدة؛ للتمكن من التوعية وتطبيق فرضيات المخاطر، وتحفيز العاملين في وحدة المخاطر بحوافز مالية كبيرة، وعدم السماح بنقل العاملين في الوحدة إلى أماكن أخرى، إلا في الوحدات المناظرة، والتدريب المستمر على سيناريوهات بديلة لأي طارئ، وعلى أفضل الطرق لمجابهة المخاطر والحد منها، - وجود خطة عمل محددة زمنيًّا توضح الأدوار والمسؤوليات المتعلقة بإدارة المخاطر، وجود هيكل إداري ملائم ومحدّد رسميًّا، وضمان وضوح الأدوار والمسؤوليات المتعلقة بالتنفيذ، وجود خطة محددة وواضحة في مجال الاتصال بالجهات ذات الصلة، استحداث غرفة عمليات خاصة بالطوارئ، وتحديد رقم الطوارئ على مستوى وزارة التربية والتعليم؛ لرصد وتقييم والإبلاغ عن المخاطر؛ لضمان الامتثال لمتطلبات إدارة المخاطر وضمان فعاليتها.
Abstract :
The aim of the research is to monitor the obstacles to managing health, environmental and population risks in public education schools in Dakahlia Governorate and ways to confront them. he questionnaire was applied to a sample of (324) heads and members of the (Crisis, Emergency and Disaster Management) and (Health and Environment) committees at the level of educational departments and schools in general education in Dakahlia Governorate., and the research concluded with several proposed ways to address the obstacles to managing health, environmental and population risks in public education schools in Dakahlia Governorate, the most prominent of which are: governance of the risk management unit, through setting the formal and legal framework for it, and issuing decisions and regulations for its structure and tasks, providing the necessary financial resources and human cadres for the unit; To be able to raise awareness and apply risk hypotheses, and motivate workers in the risk unit with large financial incentives, and not allow the transfer of workers in the unit to other places, except in the corresponding units, and continuous training on alternative scenarios for any emergency, and on the best ways to confront and reduce risks, - Having a plan A time-bound work that clarifies the roles and responsibilities related to risk management, the existence of an appropriate and formally defined administrative structure, ensuring clarity of roles and responsibilities related to implementation, the existence of a specific and clear plan in the field of contacting the relevant authorities, the creation of an emergency operations room, and the identification of the emergency number at the level of the Ministry of Education; to monitor, assess and report risks; To ensure compliance with risk management requirements and to ensure their effectiveness.
