تهدف الدراسة إلي تقديم بعض التوصيات لتحسين الخدمات التعليمية للمسجونين وفقاً للتشريعات المحلية والمواثيق الدولية في ضوء بعض الخبرات العالمية .
مشکلة الدراسة : تتحد مشکلة الدراسة من خلال الأسئلة الأتية :
1- ما الاطار المفاهيمي والتاريخي والفکري لتعليم السجناء ؟
2- ما واقع الخدمات التعليمية المقدمة للمسجونين ؟
3- کيف يمکن تحسين الخدمات التعليمية للمسجونين کحق إنساني في ضوء کلاً من التشريع المحلي والمواثيق الدولية والخبرات العالمية ؟
إجرائيات الدراسة :
لتحقيق أهداف الدراسة تم إعداد عدد (790) استبانة وتوزيعها على عينة البحث (بواقع 620 استبانة لمساجين بمرحلة التعليم قبل الجامعي، 170 استبانة لمساجين مرحلة التعليم الجامعي) حيث مثل هذا العدد أکثر من 10% من المجتمع الأصلي لعدد السجناء داخل هذه السجون .

The Aim of the Study:
This study aims at presenting some of the recommendations to improve the prisoners’ educational services according to local jurisprudence and international regulations in the light of the international experiences.
Problem of the Study :
The problem of the study will be clarified in the following questions:
1) What is the conceptual and historical frame of educating the prisoners?
2) What are the educational facilities that could be presented to the prisoners?
3) In what way can we improve the educational facilities to the prisoners as part of their human rights in the light of local jurisprudence and international regulations and experiences?
Procedures of the Study:
To achieve the study goals and to answer its enquiries, the researcher has done a theoretical study on the education of student prisoners in the form of a field study in the prisons of Dakahlia Governorate where 790 questionnaires have been distributed on the research sample (620 questionnaire for the prisoners before university level, 170 questionnaire for prisoners at universal level ). This number represents more than 10% of the actual number of the prisoners in the aforementioned prisons.
