الطلاب الوافدون كقوة ناعمة في الجامعات المصريَّة: دراسة تحليلية

تهدف الدِّراسة إلى التَّعرُّف على الطلاب الوافدين كقوة ناعمة في الجامعات المصرية؛ لتعزيز القوة الناعمة لمصر على المستوى الدولي، وذلك من خلال إلقاء الضوء على مفهوم القوة الناعمة، وخصائصها، وشروطها، وأهدافها، ومتطلباتها، ومؤشراتها، والنظريات المفسرة لها، بالإضافة إلى مفهوم الطلاب الوافدين وخصائصهم، وأدوارهم، والمشكلات التي تحول دون تحقيق تلك الأدوار، وذلك في ضوء مشكلة الدِّراسة، وطبيعتها، والأهداف التي تسعى إلى تحقيقها. اعتمدت الدِّراسة على المنهج الوصفي فى عرض أدوار الطلاب الوافدين كقوة ناعمة، ممثلة في أدوارهم الأكاديمية، والثقافية، والاجتماعية، والسياسية، والاقتصادية، وما يواجهونه من مشكلات أثناء دراستهم في الجامعات المصرية، تؤثّر على تجربتهم الأكاديمية، وحياتهم الشخصية. ونظرًا إلى أهمية دور الطلاب الوافدين كقوة ناعمة، فلابُدَّ من العمل على حل هذه المشكلات؛ لخلق بيئة تعليمية داعمة وملائمة لجميع الطلاب. وفي سبيل ذلك اقترحت الدِّراسة بعض السُّبُل والإجراءات التي يُمكن تنفيذها لحل تلك المشكلات. كما اقترحت جملة من الآليَّات؛ لتعزيز أدوار الطلاب الوافدين كقوة ناعمة، في كافة المراحل ( مرحلة ما قبل الدراسة، ومرحلة الاستقبال، ومرحلة الدراسة)، وتتمثَّل هذه الآليات فيما يلي: توفير بيئة تعليمية داعمة ومتعددة الثقافات، وتطوير برامج دراسية تنافسية تُقدَّم باللغة العربية والإنجليزية، وتخصيص ميزانية لدعم البرامج والأنشطة الموجهة للطلاب الوافدين، وتعيين موظفين ذوي خبرة في التعامل مع الطلاب الدوليين، وإنشاء وحدات متخصصة لدعم الطلاب الوافدين، وتحديد احتياجات الطلاب الوافدين، ومن ثَمَّ تقديم خدمات وبرامج متنوعة تلبي احتياجاتهم الفردية.

Abstract:
The study aims to identify the roles of foreign students as soft power for Egyptian universities. They play a vital role in strengthening Egypt’s soft power at the international level, by shedding light on the concept of soft power, its characteristics, conditions, requirements, and theories explaining it, and shedding light on foreign students in terms of the concept. And the characteristics: In light of the problem of the study, its nature, and the goals it seeks to achieve, the study relied on the descriptive approach in presenting the roles of foreign students as a soft power represented in their academic, cultural, social, political, and economic roles. Foreign students face many problems during their studies at universities. Egyptian education affects their academic experience and personal life, and given the importance of the role of foreign students as a soft power, it is necessary to work on solving these problems to create a supportive and appropriate educational environment for all students. The study came up with suggestions on the necessary ways and procedures that can be implemented to solve these problems, and suggested a sentence Among the mechanisms to enhance the roles of foreign students as soft power, and the stages of implementing those mechanisms (pre-study phase - reception phase - study phase), These include providing a supportive and multicultural educational environment, developing competitive study programs offered in Arabic and English, allocating a budget to support programs and activities directed to international students, appointing employees with experience in dealing with international students, establishing specialized units to support international students, and identifying the needs of international students, and therefore Various services and programs should be provided that meet their individual needs.
