إدارة التعليم الثانوي بدولة الکويت في ضوء أبعاد التميز المؤسسي (المعوقات- سبل المواجهة)

هدفت الدراسة رصد إدارة التعليم الثانوي بدولة الکويت في ضوء أبعاد التميز المؤسسي، والتوصل إلى أبرز المقترحات لمواجهة معوقات إدارة التعليم الثانوي بدولة الکويت في ضوء أبعاد التميز المؤسسي ، واستخدمت الدراسة المنهج الوصفى، وتم تطبيق الاستبانة على عينة مکونة من (380) من معلمى ومديرى مدارس التعليم الثانوى بدولة الکويت ، وانتهت الدراسة إلى صياغة مجموعة من المقترحات لمواجهة معوقات إدارة التعليم الثانوي بدولة الکويت في ضوء أبعاد التميز المؤسسي ، منها: مشارکة مجتمع المدرسة والمجتمع المحلي في بناء الخطة الاستراتيجية في ضوء خطة الوزارة، تبني قيم تطويرية وتعززها لدى المجتمع المدرسي مثل: التميز، والإبداع، الالتزام، والابتکار، والشفافية، والتنافسية، استثمار الموارد البشرية والمالية والمادية بما يُحقق التوجه الاستراتيجي للمدرسة، إعداد هيکلا تنظيميا داخليا وفق القواعد العلمية والإدارية، توفير مناخاً تنظيمياً ملائماً لإنجاز العمليات الإدارية والتعليمية، استشراف المستقبل على المدى البعيد باستخدام الوسائل الحديثة، تُهيئة المناخ الإداري الداعم للتغيير، مشارکة منسوبي المدرسة والمجتمع المحلي في القيام بعمليات التغيير، توظيف إدارة المعرفة والمعلومات في إجراء عمليات التغيير.
Abstract:
The study aimed to monitor the secondary education administration in the State of Kuwait in light of the dimensions of institutional excellence, and to reach the most prominent proposals to confront the obstacles of secondary education administration in the State of Kuwait in the light of the dimensions of institutional excellence. The study used the descriptive approach, and the questionnaire was applied to a sample of (380) teachers and school principals Secondary education in the State of Kuwait, and the study ended with the formulation of a set of proposals to confront the obstacles of managing secondary education in the State of Kuwait in light of the dimensions of institutional excellence, including: the participation of the school community and the local community in building the strategic plan in light of the Ministry’s plan, adopting developmental values ​​and enhancing them in the school community, such as: Excellence, creativity, commitment, innovation, transparency, and competitiveness, Investing human, financial and material resources to achieve the strategic direction of the school, preparing an internal organizational structure in accordance with scientific and administrative rules, providing an appropriate organizational climate for the completion of administrative and educational operations, anticipating the future in the long term using modern means, Creating a supportive administrative climate for change, the participation of school staff and the local community in carrying out work The process of change, employing knowledge and information management in making change processes.
