التعليم وعلاقته بالتنمية البشرية المستدامة (خبرات عالمية ودروس مستفادة)

أصبح الاهتمام بالتنمية البشرية قضية عالمية توليها الحکومات والهيئات في العالم اهتماماً کبيراً، وخصوصاً بعد أن أدرکت أن الإنسان هو المحور الأساسي في التنمية وأن التنمية منه وإليه ويهدف البحث الحالي إلقاء الضوء على مفاهيم التنمية والتنمية البشرية والتنمية المستدامة، والتعرف على علاقة التعليم بالتنمية البشرية المستدامة ، وتسليط الضوء على الخبرات الناجحة لبعض الدول مثل اليابان وماليزيا وکوريا الجنوبية التي نهضت بتحقيق التنمية البشرية المستدامة، وکيفية الاستفادة منها في تحقيق التنمية البشرية المستدامة في مصر.
ومن أهم الخبرات العالمية الناجحة اليابان وماليزيا وکوريا لأنها أخذت بمبدأ تنمية العنصر البشرى عن طريق التعليم القائم على التدريب والتوسع في المؤسسات التعليمية المهنية والعالية ،والاهتمام بالبحث العلمي ،وإرساء مبادئ الأخلاق الکريمة وقيم الولاء والانتماء، وتمکنت من التغلب على کل ما قابلها من مخاطر کدمار الحروب والکوارث الطبيعية والفقر والجهل والتخلف الاقتصادي، وأصبحت اليوم من الدول المتقدمة في شتى المجالات الصناعية والعلمية والسياحية والدينية ، کما أصبحت ’تدرّس کنماذج ناجحة عالميا في مجال التنمية البشرية المستدامة.
وفى ضوء ما سبق فإن البحث الحالي يتصور أنه يمکن تحقيق التنمية البشرية المستدامة في مصر من خلال ثلاث رکائز رئيسة مکملة لبعضها على النحو التالي: الأولى: التعليم والتدريب. الثانية: الاصلاح الإداري وزيادة الإنتاج. الثالثة: تبنى أحد الخبرات الناجحة والمناسبة في مجال التنمية البشرية.

Concern with human development has become a global issue to which world governments and institutions attach great importance, especially upon realizing that the human being is the central focus of development and that development arises from and goes back to him. This research aims to shed light on the concepts of development, human development and sustainable development and describe the relationship between education and sustainable human development. It also seeks to highlight the successful experiences of some countries such as Japan, Malaysia and South Korea, which have managed to promote sustainable human development, and demonstrate how to benefit from such experiences in achieving sustainable human development in Egypt.
Among the most successful global experiences are those achieved by Japan, Malaysia and Korea. This is because these countries have adopted the principle of human development through training-based education, expansion of professional and higher educational institutions, attention to scientific research, and establishment of the principles of ethics and the values of loyalty and affiliation. These countries have also managed to overcome all the obstacles they have encountered such as the perils of war, natural disasters, poverty, ignorance and economic backwardness. Today they have become among the most developed countries in the world in all industrial, scientific, touristic and religious fields. They are also now marked as globally successful models in the field of sustainable human development.
Therefore, this paper explains that sustainable human development in Egypt can be achieved through three main pillars, complementing one another: First: education and training;
Second: administrative reform and increased production; Third: adoption of a successful and appropriate experience in the field of human development.
